Apparently it is held that the Ordinance comes
under this Article as the Governor has forwarded
a certificate as required by it. It does
not, however, contain any clause saving the
rights of H.M. etc. as directed in the first
sentence of the Article. I do not quite see how these rights could be effected but since the
Ordinance is held to come under that Article
it should presumably contain such a clause.
If this is agreed I do not know whether it is
necessary to re-enact the whole Ordinance or to
pass an amending Ordinance inserting such a clause.

while drawing the attention of the Governor to the
omission.
